From user manual:
D7:
Firmware upgrade error
This error can occur is an attempt is made
to upgrade a drive with the wrong
personality or version for that drive.
тАв Ensure that the correct drive firmware is
being used to update the drive.
тАв If the correct drive firmware is being
used, update the Library firmware.
тАв Power cycle the device and attempt the
operation again.

This MSL2024 was originally a LTO4 tape drive. I purchased the upgrade kit to make it an LTO6. How do I know what firmware to upgrade too? The LTO4 drive was replaced with an HP Ultrium 6250 Drive Upgrade Kit.

Library firmware is always the same, no matter what drive is installed.
It should be version 6.50.

Do I need to update both? If so, can it be done as a one off or do I have to do it incrementally?

4.70 is from year 2009, update directly to the newest.
for the drive use LTO_6250_35JW_MSL-G3-Series.frm
