what can I format the tape "HP travan 14GB
data cartridge" with device "HP Colorado 20GB".

Yes you can!!

Take a look at http://www.hp.com/products1/storage/media/tapebackup_media/tape_travan/compatibility.html to see which Travan tapes work in which tapedrives.
