Check your driver, it is most likely the hp stape driver for each drive, you won't get any compression with that. You need to go to IBM's website and download the atdd driver for your drives. That will give you ALL KINDS of compression. I get close to a gig on most of my tapes now.

I had the same issue and I had to install the HP starageworks and libary tools, In there I went to the configuration tabe and click on options, the enable or change option need to be selected. I was running Windows Server.
