Did you resolve this problem as I have a customer who has a similar issue.

No I haven't. Uninstall and re-install did not work for me. I still got the error.
I ended up changing the services so that it wouldn't start automatically.

Default CIMserver is running on ports 5988 and 5989 which conflicts on my side.
On port 5989 a JAVA.EXE was running?!
Changed port in
C:\Program Files\Hewlett-Packard\pegasus_home\
cimserver_planned.conf
and restarted CIMserver.

It is working fine now.
