HP-UX doesn't see tape drives

Greetings,

I have IA HP-UX 11.31 with 3 HBA - one dual port and another single, Cisco MDS SAN switch and EML103e with 3 FC tape drives and I wonder why does second port on first HBA couldn't see any devices though I definitely done proper zoning and configuration on EML side... I tried to restart the ports on switch, either host and library but this gave no effect... Below is the output of fcmsutil command:

I tried to do insf, but with no effect

Try to check with command view TL if security is enabled and adjust if needed.
"stape" driver loaded?
