What is your problem?

You ussualy connect it to FC switch. Then you configure FC zoning and NSR so VMS server can see it. Then you do:
$ MCR SYSMAN IO FIND
and
$ MCR SYSMAN IO AUTO

How we can access the tape cartridges in vms.

You must install MRU ROBOT software for VMS.
I think you have to order it from local HP.
Then you have:
$ robot load drive 0 slot 7 robot $2$gga0:
(load cartridge in slot 7 to tape drive 0)
and simular.
