Software on the host has issued a "Prevent Media Removal" command to one of the drives and a request to unload that drive was received. While media removal is prevented the library is unable to perform the move. The software on the host must first issue an "Allow Media Removal".
Often this is caused by RSM (Removable Storage Manager) running on a Windows system which will automatically claim all tape drives and lock them with a "Prevent Media Removal" command.
