Windows Backup problem with HP 24X6 autoloader C1557A

I have upgraded the firmware, I have changed the scsi card, I have bought new tapes, I have bought a new cleaner, I have ran all of the tests in LTT but when I try to do a windows 2003 SBS edition native backup, I get an insert cleaning tape message and that the cleaning tape has reached its maximum usage. Any ideas?
