have a look into the cluster documentation explaining well why, how and what should be added to this file.

The man page for clua_services(4)gives also some information.
For example you specifiy with this entries
if the service run as "single instance" or
"multi instance" within the cluster; if the source address of outbound messages contains the cluster ip address or member ip address; a. s. o.
