rcp on redhat 2.4.18-14smp

I can rlogin to a redhat 2.4.18-14smp system w/o enter password, but I can not run rcp.
I got error message below. There is /home/naps/testing_rcp file.
-bash-3.00$ rcp test1:/home/naps/testing_rcp /tmp
connect to address test1: Connection refused
Trying krb4 rcp...
connect to address test1: Connection refused
trying normal rcp (/usr/bin/rcp)
rcp: /home/naps/testing_rcp: No such file or directory
-bash-3.00$

What is the output of:

rsh test1 ls -l /home/naps/test*
