Phone LCD shows Not Allowed

My Phone LCD shows Not Allowed, I've checked the CoS for my phone and the 0190* element is whitelisted. This should allow the call to proceed, however when I dial a 0190 number the Phone reports Not Allowed.



can anyone help?

I've seen this once before, the problem was that another element list in the CoS had the same pattern listed, this element list was blacklisted, once I corrected this by removing the duplicate pattern everything worked fine.
