I want to configure Rate-limit (name in cisco) on router 3064 and 1002, comware 7, do you have a document that explains this? Thanks.

If you mean rate limiter on interface, this should help - https://support.hpe.com/hpesc/public/docDisplay?docLocale=en_US&docId=c05370056 , page 48, "Configuring the rate limit for an interface". In overall all QoS-related topics should be covered in this guide.
