Ftp time out on inbound traffic for RX2660 integrity

Has anyone experienced FTP/Telnet time out/ authentication issues on inbound traffic to HP-UX integrity Rx2660 servers and Symantec 12.1 Endpoint protection.   We installed Symantec 12.1 on our Enterprise endpoint Windows server and two other windows servers and now and application on the Windows server does not communicate via Ftp to the HP server.  The error is " "The operation timed out"    I can Ftp to all other servers instantly.

We've uninstalled ALL instances of 12.1 and the issue still exists.   

Any thoughts?
