Problem with voltage communication

I am new to HPE. I am trying to connect to Voltage  https://voltage-pp-0000.XXX.com

Want to decrypt some data which is already encrpted.  But i am getting the below error. Could someone pls help.

Host API exception throwncom.voltage.payments.host.HostException: Host API exception thrown; error code: 20040; description: Error creating the policy context. This typically means that the district name is incorrect or else the key server is unavailable
