BL25p says its been removed and reinserted?

We have an old P Class enclosure which says the

SNMP Trap: 22004

Description:
A 'Rack Enclosure Inserted' trap signifies that a rack enclosure has been inserted or connected to the rest of the rack.

Well the server was neither removed or reinserted.

Any Ideas FW on the enclosure is 2.40
