blade failover with c7000 enclosure and bl460c blades

Just looking for some failover strategies with this setup.  I know this has been posted before ...

... and if there was an answer in there, I certainly didn't understand it.  We do have VC but not VCEM (virtual connect enterprise manager) which appears to allow you to configure one of your blades as a hot spare .............. for $5000 :)  I guess the crux of the question is can I do this without VCEM?
