BLC 7000 Fan Subsystem failure

Anyone else came across a major problem with the BLC7000 and a FAN Subsystem failue. If we take all fans out of the lower enclosure and put one in, we get a bright orange light. If we then put a 2nd in the lights dim. And so on until all 5 fans are in and the lights go out. We suspect it to be a back plane error.

There's lots of instrumentation about the fans and so forth, so what does OA report via the web interface or Insight display? The midplane (there is no backplane) is completely passive, so there are no components to fail electronically--the only thing that can happen is a mechanical failure, and that is extremely rare and would have different symptomology.

The OA reports that the fans aren't actually there no matter what config we use, this is the same logging in through both OA's, both OA's were upgraded with firmware only a month and a half ago, all fan slots are used.
