GBe2 and multiple fibre connections

Is it possible on say uplink ports 19 and 20 to connect the GBe2 to my PROD environment and then connect ports 21 and 22 to my DEV Switch and VLAN tag on a per blade basis traffic on one Blade to ports 21 and 22?

Yes, use zoning on the switch.
