After I have changed the Storage Blade SB40C main board and midplane -due to a hardware failure that was preventing the Storage BL SB40C from powering on- now I can power on the Storage with green health status but its partner server BL460C can’t see the P400 controller even at POST. “The P400 controller, cash module and the BBWC were not changed”
The enclosure model is C-3000 and the OA -firmware 1.13- shows every thing green for both the SB40C and the Server Blade but the controller never appears in the server BIOS utility or during server power up.
Resetting the OA, server Blade and the Storage didn’t work out!!

Regarding the Firmware issue it is a very good point to start with especially that HP has an advisory communication regarding a similar situation for losing communication between Blade Server and Storage SB40C hosted in 7000C enclosure that runs OA with firmware 2.12 or earlier.
It is not 100% what I am in right now, but I think it would be a good thing to be tried out
Regarding the position, yes it is above the partner server.

The problem was solved, it is the HP Smart Array P400 Controller was damaged, when I changed it, the Partner server detects the SB40C at POST and initialized the array!!
