HP C7000 not starting

i recently got an hp c7000,

ive plugged in the PSU's and infront the led glows green and you hear them lightly,

sadly nothing else happens,

no display, no blades, no fans, no other leds.

anyone got an idea what couldl cause such issue and how can i fix it ?

The C7000 chassis has a lot more than one LED on the front. 
Is this the model you have:

yes that's the one i have.

could it be an issue that it was running on a 480v connection?
