If you know the IP address of the ILO's you can access the them even if the OA is down.
For that you should know the IP address of iLO.
If you don't know the IP address of the ILO's you can find it in the RBSU or HPSIM if you have in your network and discovered the OA.

Its a 2 a steps communication.
1. Assign IP, It will be over.
2. Communicate with the IP, this will fail .. but the IP will remain unchanged.
