Servers on Upper row of C7000 cannot change from Standby Mode!
Servers on a c7000 enclosure are @ standby mode (Amber Light) and I cannot power them on! But replacing the same server at the lower row of c7000 enclosure makes the server power on! There is something wrong with the upper limb!!
(any Server X at upper row: Permanently Standby! ---> Server X moved to lower row: It turns ON!)

What are the power settings/status in the OA?
Do you have enough power?
Firmware up to date?

Solved! It was a silly mistake! Server bays had no profile assigned! Thanks though!
