Can you run VC with just 3020s installed?

No. The Virtual Connect Manager resides on the Virtual Connect interconnect modules. This hardware/sodtware combination is what gives you the ability to separate the server profiles from the Network profiles and allow for "rip&replace" capabilities, the "wire-once" and workload migration to seamlessly occur. Also provides for the FlexNIC virtualization capabilities for bandwidth management and increased I/O capabilites for Virtual Machines management.
