Submit warranty parts/service ourselves for HP laptops

Good Morning,

I work for a Govt. Agency that houses 1000's of HP laptops which require repairs from time to time. It is very difficult for us to get these serviced because we have to sit on a chat with an HP tech for hours telling them what troubleshooting we have done. They do not realize that we are IT technicians that already know all these troubleshooting steps and make us jump through hoops to get things done.

Is this the correct process for an agency like ours to be able to submit warranty parts/service ourselves? it would be much easier if we can just send someone a spreadsheet of serial #s and the issue we are having. If this is not the correct process can you please let me know someone i can speak with in order to get this done.
