RILOE Programs Hot Keys are not working

RILOE Programs Hot Keys are not working

Server was stuck at F1 prompt and key combination did not work (hot keys are programed). Any ideas as to what is causing this problem? Also, is there any way to test the Hotkeys and make sure they are working properly?

Windows Server 2000
RILOE II - version 1.21
