We are running IE8 on a Windows 7 Pro workstation used to access a Blade System c7000 OA with f/w ver 3.21. From the OA, we are connecting to the IRC for a BL460c running Server 2008 R2 using iLO2 with f/w ver 2.01.
The IRC comes up fine, however, when a user attempts to log on by entering a username at the Windows logon screen (after CTRL-ALT-DEL) then user attempts to tab to the password text box, the focus jumps to the address bar of the IE window instead of the password text box.
In another situation, during POST, the server will not respond to any attempt to press any Function keys (e.g. F8, F9, F12).

We're having the same issue here. Ctrl-Q maps to "Quick Tabs" in IE8, but is required to enter HBA config. Turning off "Quick Tabs" functionality in IE8 does not change anything.
We've had to resurrect an old XP box running IE6 in order to configure our systems... a fix for this would be nice!

this issue is related to IE8 & protected mode on Win-7. HP has an advisory out for this that shows what you can do to resolve the issue:

This one got me for a while.....then I just ended up using the Windows on-screen keyboard....boom!!
Function keys the lot! :)

Or you can use the Java Remote Console instead.
The issue is that the Integrated Remote Console is an ActiveX app and Windows would block the app when Protected Mode is enabled in IE.
In iLO2 version 2.15 we signed the ActiveX app (DVC.DLL). Before v2.15 only the CAB containing the DLL was signed. I haven't tested the new signed DVC.dll with Protected Mode enabled to see if it helps on this case.
