MSM 710 Public WiFi

Inherited a client with a MSM 710. No passwords available, unable to access device. Reset to defaults and was able to gain access to Web GUI.

Is there a KB article to configure this device as a captive portal? All I need is a web page displaying an acceptable usage policy with the ability to click on accept - no authentication needed.
