I've noticed no difference whether its running or not. Not on high load systems, not on low load systems.
I'd say turning it off will not hurt at all.

I was googling little on this & found that this daemon may add value on a notebook. However I wonder who is going to install RHEL on a laptop.

On a laptop, especially with vmware it may be advisable to use it.
Often with vmware there are cpu speed reporting issues that this daemon can help with.

BTW, there are a few others services, that I suggest to "check off" on servers - like pcmcia, apmd and more.
