1) For core activation, does the server need to reboot?
2) And will HP tech do activation or is it customer activation?

I have never done this, but I am led to believe you need to contact HP. They will be able to process your request to 'unlock' the other core. Sorry I cannot be more precise.

You need to reboot the system and stop at BCH, change to the service menu, run "upgrade" and put in your licence.
Reboot and you have 2 active cores.

But the procedure remains the same - request a license and install it from the BCH service menu
Service Menu: Enter command > upgrade
