Go to this link:http://h20141.www2.hp.com/hpparts/partsdirectory/buy.htm then choose your region, then in search by hp part number put rp8400.
Also you can take information from partsurfer:http://www.partsurfer.hp.com/cgi-bin/spi/main?sel_flg=modsrch&template=main&cpric=&prodsrch=RP8400, then choose your hp model number, then select a parts list by keyword : processor.

As far the configuration of systems is concerned , there is a HP Enterprise Configurator available athttp://h30099.www3.hp.com/configurator
I guess this site only provides configuration options for non-EOL servers only. The HP 9000 rp8400 Server reached end of life on Feb 1, 2005. Hence it won't appear at this site. HP suggest to consider rp8420-32 as a replacement product for it.
If you want to go with rp8400 , check the supported options for it at http://h10025.www1.hp.com/ewfrf/wc/genericDocument?lc=en&cc=us&docname=c00289786

Based on the model you have , look for part numbers and price at http://partsurfer.hp.com
You can also get the parts price and availability at https://parts.hp.com
At this site you can info about nearest reseller and can order the parts as well.

I notice when using the configurator that the rp5xxx also uses PA-8700 but it's part number is different. Please confirm that I can not use that cpu on the rp8400.

The part numbers are different because the CPU heatsink is shaped differently.
rp54xx series CPU heatsink is a huge "tower" which cannot possibly fit in a rp8400.
