Assigning Roles - Permissions - OneView for Vcenter 8.1.0

I have look at every manual, and every resource, and for the life of me I cannot seem to figure out where this "permissions tab" is in the appliance...I can seem the HPE Administration icon in the Home View.. and I can see the different settings for Creds.. but when I launch he admin console for HPEOV4VC, I cannot integrate with AD or see anything in Vcenter... Ideas?
