Outlook 2002 email send errors

I just upgraded my computers to Outlook 2002 from 2000 as a requirement for the new HP Jornada organizers. I now cannot send mail to any of my previous accounts (error code 0x800CCC13). I have double checked all settings with my ISP, but still no progress. If I click the check acount settings button, I get OK responses for each quality except "logging on to outgoing (SMTP) server". I have heard others having the same problems. Is this a Microsoft bug or is it a settings error left off in the upgrade process?

This error means 0x800CCC13 : SOCKET_WRITE_ERROR Unable to read Winsock reply. It has something to do with your networking protocol settings. Try to reload your tcp/ip stack by ripping and reinstalling TCP/IP. Be sure to use the last service pack for your operating system.
