NLB and start service

I have some application installed as windows service (ApplicationA).
Server DL 380, NIC Teaming TLB, Windows 2003 Standatd Edition
After rebooot this box ApplicationA service can not establish TCP connection with ApplicationB. During this time I sucessfully can establish connection with ApplicationB by telnet.
If I restart service ApplicationA manualy then it sucessfully establish connection.

Have anybody recommendation?
