/etc/default/security
I've created this file with the following parameter:
MIN_PASSWORD_LENGTH=7
However this does not seem to take effect whether I do it in the command line or in sam. did I miss out any step?

Is your system a trusted system or non-trusted ?
On trusted systems, this parameter will require users to use a password with at
least 8 characters.
On an untrusted system, passwords of non-root users must have at least six characters
If your system is on trusted, setting the passwod length to 7 will not work.
