How to let A user can kill B user process?

You can't kill another users process unless you are root, or you have set an alternative access via sudo or an equivalent utility.

you cannot do that,if that would be possible then think of the consequence.

Only a user can kill his own process.

Root has all the privileges so it can do anything.

The best as suggested would be to use sudo to get that privilege.
Think twice before you do that!!

By default it is not possible, but you can write a program which does a switch user to the user you want to kill the process of and then exit. Use setuid() to change the user id.
