new user cant change password

Hi guys, i made a new user and forced t to change his assowrd on his first login. He is getting to login but when he tries to change his assword he gets
Your password has expied choose a new one and then he gets a login option rather than a new password option.
What do u guys think.

/usr/lbin/getprpw -l

or

You try like this

/usr/lbin/modprpw -k
passwd -f
