Permanent X session needed

Oracle 9iAS Reports server seems to need a permanently connected X session with a static IP address to work. I have tested it via a PC and found this to be the case.

Is there any way to do this within the HPUX server without having a PC connection - and without an X terminal (console) connected to the sever?

Can anybody think of a clever way of providing this?

see attached for details but Xvfb sounds like it fits the bill
