Is there a reliable, long-term, non-stratum-1, public NTP server in or near Atlanta, Georgia?
I know HP is here locally, but I understand that their public server is in California.
I'd like to get geographically as close as possible, as well as the fewest number of hops.

Solution
The U. S. Naval Observatory is hard to beat and you really don't have to work about hops. You don't want a single timesource but rather several. These times are compared and the delays are actually anticipated and there is a correction algorithm. Just select a number of Stratum-1 timesources and NTP will deal with the delays.
If it ain't broke, I can fix that.

Hi,
I did a search on Google for "ntp servers" and found a URL lists public NTP secondary (stratum 2) time servers. The URL doesn't seem to work, but it is available in their cache. I don't know if the list is good or not, but I did a DNS lookup on them and they returned IP addresses, so maybe they are good. They want you to contact them before using them. I agree with Clay. We have our ntp server pointed to the USNO and it works fine. They have a real interest in keeping the correct time, and if you can't get to them you'll probably have bigger problems to solve anyway.
