Setting global ip between production and fallback centre

Hi,

We have 2-node production cluster system and 2-node fallback cluster system. Client machines connected to production centre should be capable of failing over completely to the fallback cluster system. One idea I can think of is setup floating ip that resolves the cluster ip of production and fallback, that loops every time-interval and determines if production is out of network.

We have dataguard setup for data failover from production system. We want a solution of site failover itself. We do not want continental cluster to be setup.
