stup "sticky bit" for a linked file

HP-UX B.11.11 9000/800/L3000-7x

How do you setup a symbolic linked file permissions to be lr-xr-xr-t is it (1555)?
Does a person have to setup the umask first?
If so, how.

example of a link I found:
# ll /lib/ccom
lr-xr-xr-t 1 root sys 20 Aug 19 2003 /lib/ccom -> /opt/ansic/lbin/ccom
