system error code 10

I got system error code 10 (0xA) when I work on Oracle database migration. What is the error 10? It looks like child process or semaphore related. Can I fix it through kernel parameter tuning? Please help.

Here's a description of the system error.

I haven't seen it in relation to Oracle:

ECHILD 10 /* No children */

[ECHILD] No child processes. A wait() was executed by a process
that had no existing or unwaited-for child processes.
