fomatted for what? what do you want to do with the tape?
Most OS tools that use tape such as tar/cpio/vxdump/pax/fbackup don't require tapes to be formatted in any way.
MOst enterprise backup products such as NetBackup, Data Protector or TSM usually want to 'initialise' or 'label' a tape before using it, but even that isn't really 'formatting'.
What are you trying to acheive?
