Veritas Netbackup gives a Error Msg:219 when backing up data of storage(Netapp)

Hi,
We have a Veritas Netbackup 5.x with Spectra logic .The backup schedule on servers goes wel .But when a schedule for a Netapp starts it gives a error msg saying that 219.The Required storage unit is unavailale.

When I check for solutions for this error code .
it says that the drives may be busy or down.
But wen I checked one of the storage unit is down and even when I manually make it up the drive is still down.
i think the Netapp schedule drops down due to this prob and I need the solution since I am struck up in this stage and unable to move forward.

Are you using tape drives that are locally available to the NetApp box? if yes, check if the drives actually available to netapp box or not ?

If you have storage unit for the master server, you will be able to back the netapp box onto that as well, but thats going to be a network backup.
