xclient don't start in exceed
Xserver seems start (get XDMCP reply), but no dtlogin no xclock appear. Just sandwatch. xhost authorisation on PC is disabled (any host access). Ping to PC works.

check on hpux host that dtlogin is running.
check in /var/dt/Xerrors too ?
On exceed : Xconfig -> Trouble-shooting -> view log ?
On the hpux side you may also want to run /usr/contrib/bin/X11/dr_dt.
Sounds like problem may be fonts ... I'd suggest setting up xfs on hp system and adding fontserver address to Exceeds font path : try a search for "xfs cde exceed" or similar as I've and many others have detailed how to do this before : see top left -> Search
