Logon to Citrix servers takes >10 minutes or even gets stuck

Customer came up with the following problem and wants our advice and also has some questions on this.

Customer experience that logon to his Citrix Servers takes >10 minutes or even gets stuck.
This happens intermittent (a couple of times a day).
All Citrix servers experience this problem.

The Event Log shows the following message :

Source: Userenv
Event ID: 1006
Description: Windows cannot bind to ireeu.ingre.intranet domain (Timeout).
Group Policy processing aborted.

Once that users have logged on to the Citrix servers they can start applications.
However, when they try to access network resources, this fails.

Customer told me that some other organisations with a similar problem have solved this by putting
the "Checksum Offload" setting on the network card to "None".
Default setting of "Checksum Offload" is : TX/RX TCP/IP Checksum

Q1: Is this a known issue, and if yes, what is the solution ?

Q2: If putting the "Checksum Offload" setting on the network card to "None" solves this problem,
what impact will this have on the stability and availability of their environment ?

The configuration of this environment is:

Hardware Config:
HP Proliant DL380G4
4 GB Memory
2x 72 GB in Raid 1
NIC HPNC7782 (fixed op 100 mbit full duplex)

Software Config:
Windows Server 2003 ENT Edition met SP1
Citrix Presentation Server 4.0 R02
Netwerk kaart (HPNC7782) driver versie 8.52.0.0 van 12-01-2006
