Use Wordpad for testing file readability directly on Windows.
Avoid Notepad entirely. Again, do not use Notepad.
Use MS-DOS or the Unix-compatible stream formats when exporting.
Avoid RTF formats.
US ASCII only.
Avoid UTF-8 and any Unicode or other characters.
For testing, ftp ASCII-mode transfers.
You may well be able to use one of the tools over in that thread, or various CONVERT commands, but getting rid of UTF-8 can be interesting.
