Solutionto my best knowledge no. Still some words of advise:
1.) Try to upgrade from 7.1 to something supported, i.e. either 7.2-2 or 7.3x
2.) If you do have the licenses one way to transfer software between nodes would be to create a shadow copy of the system disk on the source node and move this to the target node.
3.) In case you had a working boot CD you also could achieve the same by creating a standalone backup.
Again, assuming you have proper licenses, you should be able to find installation media for a reasonable price at EBay. Maybe you would even be allowed to use a Hobbyist CD (I am not sure about the last one! Check the terms and conditions of the Hobbyist Media before persuing this)

yes, my license is valid. but my vms cd have problem with decwindow file. When i install vms without motif,it is ok. The installtion including motif stopped at 80%. And i can't copy the file named like "???decw??.pcsi" from my vms cd.
My shadow disk works in the same type alpah1000A , but can't boot in this alpha1000 server.
i don't know can i get a free vms cd from hp.

display fine. Are you able to reach the
server via ftp? Worst case I will create a
login for you...

I think I saw your attempt in the log-file with a
"directory challanged" MS IE.
Please try the following alternate address:
http://zinser.no-ip.info:8080/wwwar/bindist/index.html
That should show a very simple page with just two explicit links to the PCSI and and MUP. It this still does not work I shall create the ftp user.

zinser.no-ip.info. You should use a commandline
client if possible. Access is working, I already noticed two scanners checking on it...
