It's pretty obvious, that the FTP server process is looping. MONI PROC/TOPCPU would most likely show the TCPIP$FTP_1 process to be actively using one CPU ( > 90%) most of the time.
Try to configure SSH to get rid of the warning message in the TCPIP$FTP_RUN.LOG file. This may or may not help...
Or try to get and install the most recent TCPIP ECO kit

Actually, the CPU consumption was m 90%, I activated SSL, but nothing has changed!

Did you restart the FTP service after configuring SSH ? You might need to manually STOP TCPIP$FTP_1. Or better reboot the ES45.
