You can use $ DISMOUNT/UNLOAD command to unload the volume from the drive. This command is available on all active versions of OpenVMS.

You can use the eject button on the CD ROM to eject the CD. You need to press the button.

dvdwrite knows how to "/eject" a CD/DVD/Blu-Ray, too.

Welcome to the ITRC forum.
If your requirement is to unload a tape from a device then you can use the
"SET MAGTAPE" command with the /UNLOAD qualifier.
$ SET MAGTAPE MTA100:/UNLOAD
This would unload the tape from the MTA100 device and also rewind the tape.
