Yes, I checked *.* and the layered files and database, didn't see anything. I've put in some additional debug statements and will check it out the next time the system boots, which could be months.

Did not find anything. Have added additional debug statements to the startup and will check the output after the system boots again, which could be months.

I didn't see this mentioned as a possibility:
Have you checked the log file in sys$system? There maty be a startup.log file there. Follow the log andsee if there is another invokation of the startup.
